Performance Area 1: Human Resources Strategic Support - As a member of the Human Resources team, this position efficiently supports the goals of the department and organization. These activities include but are not limited to the following:
- Cultivates confidence and establishes effective collaboration with the HR Manager and the Director of Human Resources.
- Demonstrates awareness of, and compliance with, United Health Centers’ organizational mission and values to provide health care access and support services for all members of the community.
- Communicates effectively with other staff members or departments and ensures all verbal and written communication are of the highest quality and accuracy. Responds to all incoming leave requests and inquiries in a timely, customer service-oriented manner.
- Maintains employee confidence and protects the organization by ensuring personnel data and all other employment-related documents and information are secured and kept confidential.
- Complies with federal, state and local employment laws and requirements under the direction of the HR Manager and Director of Human Resources. Prepares reports as designated by the Human Resources Manager.
- Completes various leave related processes and any additional human resource projects and activities
Performance Area 2: Human Resources Clerical Support - Under the direction of the HR Manager, this position provides timely and accurate leave administration in compliance with State and Federal leave regulations and established UHC policy to ensure support of the organizational goals.
- Perform a variety of clerical duties associated with the maintenance of HRIS and leave management software and including accurate and timely data entry of personnel-related information and leave utilization tracking, document processing, scanning, filing, and recording according to the department’s guidelines.
- Communicates with employees regarding the need for leave, work modifications and/or schedule accommodations and instructs employees on the responsibility for communication and documentation ensuring timely leave administration and a smooth return to work.
- Processes leave administration from initial employee or supervisor notification by gathering, documenting, and storing required medical certifications and determines eligibility based upon review of FMLA/CFRA qualifications within established regulations and UHC policy.
- Effectively communicates leave eligibility status to employee and leadership. Notifies anticipated leave related absences throughout the organization on a need-to-know basis. Ensures timely communication on updates and extensions, as well as confirmed return to work notifications with fitness for duty documentation.
- Monitors and documents protected leave utilization for continuous and intermittent leave. Identifies leave exhaustion and/or patterns of use and informs the HR Manager and HR Director of any utilization outside eligibility parameters to initiate an interactive process for intervention and/or accommodation.
- Facilitates the initiation of personal leave of absence requests in accordance with established UHC policy. Monitors approval process, communicates and manages PLOA within the established leave procedures.
- Prepares on-demand reports, maintains dashboards, creates electronic and/or hard copies as assigned for accurate file maintenance or storage in accordance with established UHC policies and procedures.
- Process and manage workers' compensation claims from initial report through closure, ensuring timely and accurate documentation.
- Track and maintain up-to-date work status reports, including medical restrictions and return-to-work timelines
- Act as a liaison between injured employees, supervisors, medical providers, and insurance carrier to ensure clear communication and coordination
- Review and process Ergonomic assessments as needed and present to HR Director for final review
Performance Area 3: Human Resources Individual Support - The HR Leave Specialist is expected to be diligent and committed to the objectives of the department, the organization, and the people and communities UHC serves.
- Abides by UHC Rules of Confidentiality and general HIPAA regulations regarding privacy and maintains confidentiality and respect for information regarding employees, staff members, patients and other team members.
- Displays a positive and respectful demeanor at all times toward employees, peers, professional contacts, and patients served and maintains a professional appearance and image for the organization.
- Performs various other work related duties as assigned by supervisor. Duties and responsibilities may be added, deleted, or changed at any time at the discretion of management, formally or informally either verbally or in writing.
- This position may require working flexible/extended hours and/or travel when necessary to support the overall needs of the department or organization.
Performance Area 4: General Corporate Expectations
- Attends and actively participates in all meetings (e.g., department meetings, program meetings, employee staff meetings) and other activities as required or assigned.
- Trains supervisors and staff on workers' compensation procedures, injury reporting protocols, and return-to-work processes
- Supports their own staff development by completing the annual required hours of continuing education and attends workshops/seminars to increase skills and knowledge as needed.
- Supports the overall needs of the department and organization by working flexible or extended hours when necessary.
