Overview

We are recruiting for a Human Resources (HR) Manager to join our Human Resources team in Fresno, CA.

 

Reporting to the Director of Human Resources, the Human Resources Manager directs and coordinates the Human Resources Department activities to include but not limited to: employee relations, policies and procedures, credentialing and privileging, performance management, protected leaves, benefits, employee handbook, and general clerical support.

Responsibilities

Duites/Responsibilities:

  • Works closely with the Director to develop and administer departmental policy and procedure.
  • Address employee and management inquires as they relate to human resources.
  • Provide human resources expertise and guidance to assist supervisors and managers in resolving performance concerns, disciplinary action, and conflict management issues.
  • Ensures compliance with employment laws, benefits, insurance, safety, and other laws, regulations, and requirements.
  • Oversees the administration of the personnel activities and changes.
  • Oversees the administration of benefits to new hires and ensures a successful open enrollment for all staff.
  • Oversees the administration of the electronic policy and procedure repository.
  • Oversees and audits the licensed and certified staff credentialing and privileging system.
  • Oversees the administration of the performance evaluation management process.
  • Oversees and audits the administration of the employee protected leaves process.
  • Oversees the maintenance of the employee handbook updating process.
  • Manages and coordinates all departmental clerical staff.
  • Work with health centers and other departments to develop processes that increase communication, make processes more effective and efficient, and ensure inter-department interactions result in exemplary customer service for all.

PERFORMANCE AREA 1: Department Activity Management - Maintains the work structure by overseeing and directing HR practices and ensuring their adherence to legal and ethical corporate guidelines.

  • Policy and procedure repository: ensures librarian is properly administering the system, training new users, and monitoring expiration dates.
  • Benefits: Advise and provide excellent customer service to employees on benefit related issues. Ensures all staff is enrolled in elected benefits. Develop, recommend and implement changes in administration of employee benefits and strategy planning for benefit plans.
  • Credentialing and privileging: ensures all aspects of the credentialing and privileging process are strictly adhered to, ensures the license and certification reminders are correct, audits credentialing files, ensures Board notification of new clinicians' credentials and privileges.
  • Performance evaluation management: Administer performance evaluations and ensure all evaluations are completed in a timely manner.  
  • Protected leaves: ensures the protected leave process is administered correctly and accurately, ensures leave tracking is up to date at all times.
  • Employee handbook: ensures handbook changes are collated throughout the year, ensures modifications to the handbook are executed annually.
  • Employment status changes: ensure the necessary HR processes are carried out on all employment status changes to effect a smooth and well-communicated transition throughout the organization.

PERFORMANCE AREA #2: Staff Management and Development – Oversees and manages in order to provide coaching, counseling, mentoring, and direction to Human Resources staff.

  • Is expected establish goals and expectations for all HR staff members
  • Is expected to monitor and audit staff productivity and customer service
  • Is expected to identify and address potential staff issues and concerns
  • Is expected to partner with the HR Director on all HR staff disciplinary actions
  • Is expected to provide coaching and counseling to HR staff to elevate both productivity and customer service

Qualifications

QUALIFICATION REQUIREMENTS:

EDUCATION

  • Bachelor's Degree in Business/Health Administration, Human Resources, or equivalent experience.
  • SHRM-CP or PHR certification preferred.

LICENSE/CERTIFICATION:

  • Possess a valid CA drivers license

PRIOR EXPERIENCE:

  • Minimum 2 years of experience in a healthcare organization.
  • Minimum 3 years of experience in a Human Resources management position.

 

SKILLS

  • Broad knowledge and experience in employment law, compensation, organizational planning, organization development, employee relations, safety, and training and development.
  • Above average oral and written communication skills.
  • Excellent interpersonal and coaching skills.
  • Demonstrated ability to lead and develop Human Resources staff members.
  • Demonstrated ability to serve as a successful participant on the executive management team that provides organizational leadership and direction.
  • Demonstrated ability to interact effectively with the executive team and UHC Board of Directors.
  • Excellent computer skills in a Microsoft Windows environment.
  • Experience in the administration of benefits and compensation programs and other Human Resources programs.
  • Evidence of the practice of a high level of confidentiality.
  • Excellent organizational skills.
  • Able to quickly build and maintain rapport with patients and providers of differing backgrounds; team player.
  • Customer-service oriented.

The pay range for this Exempt position starts at $85,119 a year. Our salary ranges are dependent on knowledge, skills, and experience.
